- വിഷയം:- തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെ ഉടമസ്ഥതയിലുള്ള കൊയ്ത്ത് മെതിയന്ത്രങ്ങൾ- യഥാസമയം അറ്റകുറ്റപ്പണി നടത്തി സംരക്ഷിക്കുന്നത്; സംബന്ധിച്ച്. ::::സൂചന:- കൊയ്ത്ത്ത് മെതിയന്ത്രത്തിന്റെ ലഭ്യതയെക്കുറിച്ച് കാർഷികോൽപ്പാദന കമ്മീഷണർ 27-4-2011-ന് വിളിച്ചു ചേർത്ത അവലോകന യോഗത്തിന്റെ നടപടിക്കുറിപ്പ്.
കൃഷി വകുപ്പിന്റെയും തദ്ദേശഭരണ സ്ഥാപനങ്ങളുടെയും ഉടമസ്ഥതയിൽ കൊയ്ത്ത്ത് മെതിയന്ത ങ്ങൾ ഉണ്ടെങ്കിലും അവയെല്ലാം പ്രവർത്തനക്ഷമമല്ലെന്നും അതു കാരണം യഥാസമയം കൊയ്ത്ത് നട ത്താൻ കഴിയാത്ത സാഹചര്യം ഉണ്ടായിട്ടുള്ളതായും സർക്കാരിന്റെ ശ്രദ്ധയിൽപ്പെട്ടിട്ടുണ്ട്. ഒരു ആസ്തി പ്രവർത്തനക്ഷമമാക്കി സംരക്ഷിക്കുന്നതിൽ വീഴ്ച വരുത്തുന്നത് ആ ആസ്തി സൃഷ്ടിക്കുന്നതിന് ചെലവ ഴിച്ച പണത്തിന്റെ ദുർവിനിയോഗത്തിന് തുല്യമായാണ് കണക്കാക്കപ്പെടുന്നത്. മാത്രമല്ല, ആസ്തി ഉപയോഗ യോഗ്യമല്ലാത്തത് കാരണം വിഭാവന ചെയ്തിരുന്ന ലക്ഷ്യം കൈവരിക്കാനും കഴിയുകയില്ല. തങ്ങളുടെ ഉടമസ്ഥതയിലുള്ള കൊയ്ത്ത് മെതിയന്ത്രങ്ങൾ യഥാസമയം അറ്റകുറ്റപ്പണി നടത്തി സംരക്ഷിക്കുന്നതിൽ തദ്ദേശഭരണ സ്ഥാപനങ്ങൾ വേണ്ടത്ര ശ്രദ്ധ ചെലുത്തേണ്ടതാണെന്ന് സർക്കാർ നിർദ്ദേശം നൽകുന്നു. ഓരോ സീസണും മുമ്പായി അവശ്യം വേണ്ട അറ്റകുറ്റപ്പണികൾ നടത്തി യന്ത്രങ്ങൾ ഉപയോഗയോഗ്യമാ ക്കേണ്ടതാണ്. അറ്റകുറ്റപ്പണി നടത്തുന്നതിന് മെയിന്റനൻസ്, ജനറൽ പർപ്പസ്, തനത് ഫണ്ടുകൾ വിനി യോഗിക്കാവുന്നതാണ്.

As per the Government Order referred to first above, the District Collectors were ordered to perform the following tasks:
(i) The District Collector should play a key role as Member Secretary of the District Planning Committee to ensure that the tasks assigned to the District Planning Committee like preparation of District Plan, guiding of preparation of plans by Local Governments, vetting of plans prepared by Local Governments and regular review of implementation to ensure quality.
(ii) He should arrange necessary technical and administrative support to Local governments.
(iii) He should hold monthly meetings on fixed days of Village Panchayat Presidents and Secretaries as well as Block Panchayat Presidents and Secretaries to review plan progress and send reports to Government.
(iv) He should ensure the proper functioning of the Technical Advisory Groups.
2. Further the District Collectors were directed to send a periodical report demi officially every month to the Chief Secretary so as to reach him by 15th on various issues related to decentralized plan preparation and implementation in the district, the action taken in the district and the action which has to be taken at the level of the Government. 3. It has come to the notice of Government that these instructions are not being followed at all and no periodical is being sent to the Chief Secretary. It has also been brought to the notice of Government that many District Collectors are not even attending the District Planning Committee meetings. 4. It is clarified that the role of the Member Secretary of the District Planning Committee, which is a Constitutional Body, cannot be delegated by the District Collector to any officer. The proceedings of such DPC meetings could be challenged. Therefore, all District Collectors are directed to strictly follow the orders issued as per the GOs cited above and also to ensure personal attendance in all District Planning Committee meetings.
