1150 GOVERNMENT ORDERS 4. G.O.(P) 570/2015/Fin dated 15-12-2015. 5. Extraordinary Gazette Notification No. 152/2015 dated 30-4-2015. ORDER Government in its order read as 4th paper above have issued guidelines for the transfer of fund Consequent on the modification of the number of the Local Governments in differenttiers. The Local Self Government Department have reported Some operational difficulties in the guidelines issued. 2. Government, after having examined the matter in detail are pleased to modify clause (g), (h), (i) and (j) of the Government order read as 4th paper as follows: “(g) Treasury Officers are directed to close the existing PD accounts of the erstwhile LGS and remit back the amount to the concerned revenue head of account. (Eg. Development Fund and Maintenance Fund (Non-Road) is to be credited back to the H/a 3604-00-911-99 and Maintenance Fund (Road) to the H/a 3504-80-911-99) and such amount will be additionally authorized to the respective newly created Local Governments. h) The newly created Local Governments are directed to preparefully vouched Contingent bills in TR 59 (C) and draw the amount from the appropriate Head of ACCount under the Consolidated Fund. i) The Secretaries of the newly created Municipalities/Municipal Corporation are directed to close the Bank ACCounts of the erstwhile LGs if any and are permitted to open bank account in lieu of the closed accounts of the erstwhile LGs and transfer the amounts to the newly opened accounts. j) Stands deleted” 3. The Government Order read as 4th paper above stands modified to the above extent. തദ്ദേശസ്വയംഭരണ വകുപ്പ് 2015-16 വാർഷിക പദ്ധതിയിൽ ഏറ്റെടുത്ത പ്രോജക്ടുകൾ ഭേദഗതി ചെയ്യുന്നതിനുള്ള നിർദ്ദേശങ്ങൾ നൽകിക്കൊണ്ടുള്ള ഉത്തരവ് (തദ്ദേശസ്വയംഭരണ (ഡി.എ) വകുപ്പ്, സ.ഉ.(സാധാ) നം. 3830/15/തസ്വഭവ,TVPM, dt. 21-12-2015) സംഗ്രഹം:- തദ്ദേശസ്വയംഭരണ വകുപ്പ്- 2015-16 വാർഷിക പദ്ധതിയിൽ ഏറ്റെടുത്ത പ്രോജക്ടടുകൾ ഭേദ ഗതി ചെയ്യുന്നതിനുള്ള നിർദ്ദേശങ്ങൾ നൽകി - ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. പരാമർശം:- 1, 25-11-15-ൽ നടന്ന സംസ്ഥാനതല കോ-ഓർഡിനേഷൻ സമിതിയുടെ 2.5 നമ്പർ തീരുമാനം. 2. 16-12-15-ലെ സംസ്ഥാനതല കോ-ഓർഡിനേഷൻ സമിതിയുടെ 2.2 നമ്പർ തീരുമാനം 3. സ.ഉ.(സാധാനം. 3820/15/തസ്വഭവ തീയതി 21-12-2015. ഉത്തരവ് പരാമർശം (2)-ലെ കോ-ഓർഡിനേഷൻ കമ്മിറ്റി തീരുമാന പ്രകാരം 2015-16 വാർഷിക പദ്ധതിയിൽ ഏറ്റെടുത്തതും എന്നാൽ പ്രായോഗികമായി നടപ്പിലാക്കാൻ പ്രയാസമുള്ളതുമായ പ്രോജക്ടുകൾ ഭേദ ഗതി ചെയ്യുന്നതിന് ചുവടെ ചേർത്തിരിക്കുന്ന നിർദ്ദേശങ്ങൾ നൽകി ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. 1. പുതുതായി രൂപീകരിച്ച മുനിസിപ്പാലിറ്റികളിൽ പഞ്ചായത്ത് ആയിരുന്ന കാലയളവിൽ നടത്തിയി രുന്ന വിവിധ പദ്ധതികളിലെ നിർമ്മാണ പ്രവർത്തനങ്ങൾ അതേപടി തുടരേണ്ടതും പുതിയ മുനിസിപ്പാലി റ്റികളായി മാറുകയോ നഗരസഭകളിലേക്ക് കൂട്ടിച്ചേർക്കപ്പെടുകയോ ചെയ്ത പ്രദേശങ്ങളിൽ ജില്ലാ/ബ്ലോക്ക് പഞ്ചായത്തുകളിൽ ഏറ്റെടുത്ത പ്രോജക്ടടുകൾ അതേപടി നടപ്പുസാമ്പത്തിക വർഷാവസാനം വരെ തുട രാവുന്നതാണ്. എന്നാൽ നടപ്പാക്കാൻ പ്രായോഗികമായി ബുദ്ധിമുട്ടുള്ള പ്രോജക്ടുകൾ നിർവ്വഹണ ഉദ്യോ ഗസ്ഥനും വെറ്റിംഗ് ഓഫീസറും സാക്ഷ്യപ്പെടുത്തുകയാണെങ്കിൽ മാത്രം ഭേദഗതി ചെയ്ത പുതിയ പ്രോജ ക്ടുകൾ ഏറ്റെടുക്കാവുന്നതാണ്. അപ്രകാരം ഏറ്റെടുക്കുന്ന പുതിയ പ്രോജക്ടടുകൾക്ക് പരാമർശം (1) തീരുമാനത്തിന്റെ അടിസ്ഥാനത്തിൽ പരാമർശം (3) പ്രകാരം ക്രമീകരിച്ചിട്ടുള്ള അഡ്ഹോക്ക് ഡിപിസി യുടെ അംഗീകാരം നേടേണ്ടതാണ്. 2. ടെണ്ടർ സേവിംഗ്സ് വരുന്ന സാഹചര്യത്തിൽ ഏറ്റെടുക്കുന്ന പ്രോജക്ടടുകൾക്ക് അഡ്ഹോക്ക് ഡിപിസിയുടെ അംഗീകാരം നേടേണ്ടതാണ്. . . 3, ജൈവ പച്ചക്കറി കൃഷി ഉൾപ്പെടെയുള്ള കാർഷിക വികസന പ്രോജക്ടടുകൾ ഏറ്റെടുക്കുന്നതിന് തദ്ദേശഭരണ സ്ഥാപനങ്ങൾ മുൻഗണന നൽകേണ്ടതാണ്. 4 പദ്ധതി ഭേദഗതി ചെയ്യുന്നതിന് 2016 ജനുവരി 15 വരെ സമയം അനുവദിച്ച് നൽകുന്നു. സുലേഖ സോഫ്റ്റ് വെയറിൽ ഇതിന് വേണ്ട ക്രമീകരണം ഐ.കെ.എം നടത്തേണ്ടതാണ്. 5. പ്രോജക്ടുകളുടെ ഭേദഗതികൾക്ക് പരാമർശം (3) പ്രകാരം രൂപീകരിച്ച അഡ്ഹോക്ക് ഡിപിസി യുടെ അംഗീകാരം മതിയാകും.

ഈ താൾ 2018 -ലെ പഞ്ചായത്ത് റെപ്പോ നിർമ്മാണം യജ്ഞത്തിന്റെ ഭാഗമായി സൃഷ്ടിച്ചതാണ്.
