Read:- Minutes of the meeting held on 29-02-2012 in the chamber of Minister of industries, IT and Urban Affairs.
ORDER
Government have examined the present status of implementation of e-toilets in the State in the aforesaid meeting and found that units already installed are acceptable and widely appreciated by the public. It is also clarified that the Technical Committee constituted for evaluating e-toilet has approved the feasibility of the e-toilets in urban, semi-urban, tourism destinations, small towns and other suitable public places and it is necessary to accord permissive sanction for purchasing e-toilets from Keltron and Metal Industries Ltd.
After having examined the matter in detail, Government are pleased to accord permissive sanction for purchasing e-toilet from Keltron and Metal industries Ltd., for Local Self Government Institutions.
Keltron and Metal Industries Ltd., will follow the present procedure to speed up the process and complete installation of the proposed projects till Government decision on Rate Contract and Annual Maintenance comes.
PROPOSAL OF THE CO-ORDNATON COMMITTEE OREMOVE THE TERM LIVESTOCK-FROM THE DEFINITION OF 'GOODS - GOVERNMENT ORDER PERTAINING TO GUDELINES FOR THE PROCUREMENT OF GOODS AND SERVICES INSGD - PARTIALLY MODIFIED - ORDERS ISSUED

Abstract:- Local Self Government Department - Proposal of the Co-ordination Committee to remove the term “livestock from the definition of 'Goods - Government Order pertaining to guidelines for the procurement of goods and services in LSGD - Partially modified-Orders issued.
Read:- 1. G.O.(P) No. 259/2010/LSGD dated 08-11-2010.
2. Letter No. DPP/117/125 dated 11-01-2012 from the President, District Panchayat, Thiruvananthapuram.
3. Item No. 2.2 of the minutes of Co-ordination Committee on decentralization dated 01.02.2012
ORDER
As per the Government Order read above, Government have issued guidelines for the procurement of goods and services in Panchayat Raj Institutions to cope up with the requirements of post decentralization scenario in Panchayat Raj Institutions. Para 2.1 of the above Government Order defines the term 'goods and services. According to that definition, livestock are also treated as 'goods for procurement purpose. The President, District Panchayat, Thiruvananthapuram as per her letter read as 2nd paper above, has requested Government to remove the word "livestock from the definition of 'goods' as the treatment of livestock as 'goods' attracts much difficulties in procurement process; which in turn sets hurdles in Completion of projects related to distribution of livestocks. The Co-ordination Committee on decentralized Planning, in their meeting held on 01-02-2012 has recommended Government to exclude the term “livestock from the definition of 'goods’.
2. Government have examined the matter in detail and are pleased to exclude the term "livestock from the definition of 'goods' as contemplated in para 2.1 of the Government Order read above. For the procurement of livestock, Government orders issued earlier will be continued.
3. The Government Order read above stands partially modified to the above extent.
