4)Innovative Information Education and Communication (IEC) programmes shall be launched to reach out the concept to doctors and to the beneficiaries.

5) The Secretary, Local self Government shall take up the issue of streamlining operations in the hospitals with the Secretary, Health and Family Welfare.

6) Joint meetings involving the District Panchayats and the Corporations shall be convened in each District, and management strategies for the hospital kiosks institutionalised involving the District level functionaries of the Health Department.

7) The Hospital Kiosk programme shall be reviewed at the state level at least for three months, continuously with the involvement of the Secretary, Heath & family Welfare and Secretary, Modernising Government Programme.

സംഗ്രഹം:- തദ്ദേശ സ്വയംഭരണ വകുപ്പ് - മാലിന്യമുക്ത കേരളം - കർമ്മപദ്ധതികൾ മന്ത്രിസഭാ ഉപസമിതിക്കും ഉന്നതതല മോണിറ്ററിംഗ് കമ്മിറ്റിക്കും അംഗീകാരം നൽകി ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

മാലിന്യമുക്ത കേരളം പദ്ധതിയുടെ കർമ്മപരിപാടി 2007 നവംബർ 1-ന് ബഹുമാന്യയായ രാഷ്ട്രപതി ഉദ്ഘാടനം ചെയ്യുകയുണ്ടായി. ഇതിനാവശ്യമായ മുന്നൊരുക്കങ്ങൾ 2006 ഒക്ടോബർ 2 മുതൽ തുടങ്ങിയിരുന്നു. ടി കർമ്മപദ്ധതിപ്രകാരമുള്ള പ്രവർത്തനങ്ങളുടെ ഫലമായി മാലിന്യപ്രശ്നം വലിയ അളവുവരെ പരിഹരിക്കാൻ കഴിയുമെങ്കിലും നിലവിലുള്ള അവസ്ഥ വളരെ മെച്ചപ്പെടുത്തേണ്ടതുണ്ട്. പൊതു ചെലവുകൾക്കായുള്ള പരിശോധനാ കമ്മിറ്റി (Public Expenditure Review Committee) യുടെ മൂന്നാം റിപ്പോർട്ടിൽ, മാലിന്യ സംസ്കരണ സംവിധാനത്തിന്റെ അപര്യാപ്തത ചൂണ്ടിക്കാണിച്ചിട്ടുണ്ട്. വിവിധ വകുപ്പുകളുടെ ഏകോപിതമായ പ്രവർത്തനം അനിവാര്യമാണെന്നും അതിനൊരു മന്ത്രിസഭാ ഉപസമിതി രൂപീകരിക്കേണ്ടതാണെന്നും ഈ സമിതി അഭിപ്രായപ്പെട്ടിട്ടുണ്ട്.
ഈ സാഹചര്യത്തിൽ വിവിധ വകുപ്പുകളെ ഏകോപിപ്പിച്ചുകൊണ്ടുള്ള സുഗമമായ പ്രവർത്തനങ്ങൾക്കായി ഒരു സ്ഥിരം സംവിധാനം ഉണ്ടായിരിക്കണമെന്ന് സർക്കാർ കരുതുന്നു. ഇതിനായി ബഹു,തദ്ദേശ സ്വയംഭരണ വകുപ്പു മന്ത്രി അദ്ധ്യക്ഷനായും, ആരോഗ്യം-സാമൂഹ്യക്ഷേമം, വിദ്യാഭ്യാസം, ജലവിഭവം, പൊതുമരാമത്ത്. ടൂറിസം, കൃഷി, ധനകാര്യ വകുപ്പ് മന്ത്രിമാർ ഉൾക്കൊള്ളുന്നതുമായ ഒരു മന്ത്രിസഭാ ഉപസമിതി രൂപീകരിച്ചുകൊണ്ട് സർക്കാർ ഉത്തരവു പുറപ്പെടുവിക്കുന്നു.
കൂടാതെ ചീഫ് സെക്രട്ടറി അദ്ധ്യക്ഷനായും തദ്ദേശസ്വയംഭരണ വകുപ്പ്, ആരോഗ്യ വകുപ്പ്, സാമൂഹ്യ ക്ഷേമ വകുപ്പ്, വിദ്യാഭ്യാസ വകുപ്പ്, ജലവിഭവ വകുപ്പ്, പൊതുമരാമത്ത് വകുപ്പ്, കൃഷി വകുപ്പ്, ടൂറിസം, ധനകാര്യ വകുപ്പ് എന്നിവയുടെ സെക്രട്ടറിമാർ അംഗങ്ങളായുമുള്ള ഒരു ഉന്നതതല മോണിറ്ററിംഗ് കമ്മിറ്റി രൂപീകരിച്ചും സർക്കാർ ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

               CONSTITUTION OF BIODIVERSITY MANAGEMENT COMMITTEE (BMCS) - SANCTION ACCORDED - ORDERS

Abstract:- Local Self Government Department - Constitution of Biodiversity Management Committee (BMCs)-sanction accorded-orders issued.

Read:- 1) G.O.(Rt.) No. 1589/07/LSGD dated 05.06.2007. 2) Letter No.92/BMC/2008 dated 02.02.2008 of Chairman, Kerala State Biodiversity Board.

                                                                                                ORDER

As per G.O. read as first paper above Biodiversity Management Committee has been constituted in five pilot Village Panchayats vizVithura (Thiruvananthapuram), Kumarakam (Kottayam), Malampuzha (Palakkad), Chirakkal (Kannur) and Neeleswaram (Kasaragod) under the provisions of National Biological Diversity Act 2002.

In the letter read as second paper above the Chairman, Kerala State Biodiversity Board has requested to constitute Biodiversity Management Committee in all Village Panchayats, Municipalities and Corporations in order to start the preparation of the People's Biodiversity Register for their respective jurisdictions.
