S.R.O.No. 611/2009.-
In exercise of the powers conferred by sub-section (2) of section 78 of the Registration Act, 1908 (Central Act 16 of 1908), the Government of Kerala, being of opinion that, it is necessary in the public interest so to do, hereby remit the fee payable under the said Act for the registration of the instruments of Conveyance in respect of land to be executed in favour of the beneficiaries for the construction of houses for the landless through the EMS Housing Scheme to be implemented by the Government of Keralathrough Local Self Government Institutions in the State.

Explanatory Note (This does not form part of the order, but is intended to indicate its general purport.) Government have decided to implement the EMS Housing Scheme through Local Self Government Institutions. The Local Self Government Department has requested Government to remit the registration fee on the instruments of conveyance in respect of land to be executed in favour of the beneficiaries for the construction of houses for the landless through the EMS Housing Scheme to be implemented by the Government of Kerala through the Local self Government Institutions in the State. The Government have decided to allow the requested in public interest. This order is intended to achieve the above object. S.R.O.No.612/09. In exercise of the powers conferred by clause (a) of sub-section (1) of section 9 of the Kerala Stamp Act, 1959 (17 of 1959), the Government of Kerala, being of opinion that, it is necessary in the public interest so to do, hereby remit the stamp duty chargeable under the said Act in respect of the mortgage deeds or other deeds of land to be executed by the beneficiaries of the EMS Housing Scheme, in favour of the Local Self Government Institutions in the State of Kerala, for a definite period and the release deeds thereof, to be executed by the Local Self Government Institutions in the State of Kerala in favour of the beneficiaries after a period of 12 years in connection with the loans granted to the above beneficiaries of the scheme for the constructions of houses therein.
