Sub:- Registration of births and deaths occurring to Indian Citizen outside India under Section 2001) of the RED Act, 1969.

Sir,

Kindly refer to your letter No. DPSE/RSD/INV-43/1-94 dt. 30.11.1994 on the subject mentioned above.

"Section 2001) of the Registration of Births and Deaths (RBD) Act, 1969 provides that the Registrar General shall subject to such rules as may be made by the Central Government in this behalf, cause to be registered information as to births and deaths of Citizens of India outside India received by him under the rules relating to the registration of such citizens at Indian consulates made under the citizenship Act, 1955(5 of 1955) and every such registration shall be deemed to have been duly made under this Act". Under the provisions of aforesaid Section the Registrar General has to set up a Central Registry after framing necessary rules in this regard. The relevant rules are still to be framed and Central Registry is yet to be established.

2. In the context of difficulties being faced by the public in regard to registration of births and deaths occurring to Indian citizens outside India under section 20(1) and obtaining certificate of births and deaths within country, the matter has been reconsidered and it has been decided to allow registration of such events of birth and death as provided under section 20(2) of the 1969 Act till such time as necessary rules in this regard are framed and central Registry is established for this purpose.

3. It may be clarified that Section 20(2) does not provide for the registration of death occurring to Indian Citizens outside India. (No. 30(1) (IN) 93-VS (FR), Dt. 5.7.95

sub: തിരുവനന്തപുരം നഗരസഭ-ജനന-മരണ രജിസ്റ്ററുകളിൽ ഒപ്പ് വയ്ക്കുന്നതിനുള്ള അധികാരം ജൂനിയർ പബ്ലിക്സ് ഹെൽത്ത് ഇൻസ്പെക്ടർമാർക്ക് നല്കുന്നതിന് സംബന്ധിച്ച്.

താങ്കളുടെ 4.2.97 - ലെ എച്ച് 1.216/97-ാം നമ്പർ കത്ത് സൂചനയിലേക്ക് താങ്കളുടെ ശ്രദ്ധ ക്ഷണിക്കുന്നു. കോർപ്പറേഷനുകളിൽ ഹെൽത്ത് ഇൻസ്പെക്ടർമാരെ സബ് രജിസ്ട്രോർമാരായി നിയമിക്കുന്നതിനുള്ള അധികാരം ഈ ഓഫീസിലെ 12.6.90-ലെ ബി1 - 20117/ 90/കെ. ഡിസ്. നമ്പർ സർക്കുലറിലുടെ, വർദ്ധിച്ചുവരുന്ന ജോലിഭാരം കൃത്യമായി ഏറ്റെടുക്കുന്നതിന് ആവശ്യമായ ഉദ്യോഗസ്ഥന്മാർ ഉണ്ടായേ മതിയാകൂ എന്ന നയത്തിന്റെ അടിസ്ഥാനത്തിൽ ജനന-മരണ രജിസ്ട്രാർക്ക് നൽകിയിട്ടുള്ളതാണ്.

കോർപ്പറേഷനിൽ സീനിയറായ ഹെൽത്ത് ഇൻസ്പെക്ടർമാരുള്ളപ്പോൾ സബ്ദ്രജിസ്ട്രാർമാരായി രണ്ട് ജൂനിയർ ഹെൽത്ത് ഇൻസ്പെക്ടർമാരെ നിയമിക്കുന്നതിന് ശരിയായ കീഴ് വഴക്കമല്ല.

ഈ സാഹചര്യത്തിൽ തിരുവനന്തപുരം കോർപ്പറേഷനിലെ ജനന-മരണ വിഭാഗത്തിലെ അധിക ജോലി ഭാരം കണക്കിലെടുത്ത് ആവശ്യമുള്ളത് ഹെൽത്ത് ഇൻസ്പെകടർമാരെ സബ്-രജിസ്ട്രാർമാരായി നിയമി ക്കാവുന്നതാണെന്നുള്ള വിവരം അറിയിക്കുന്നു.

ജനന മരണ രജിസ്ട്രേഷൻ - പുതിയ രീതി നടപ്പാക്കുന്നത് - സംബന്ധിച്ച് സർക്കുലർ

വിഷയം: ജനന മരണ രജിസ്ട്രേഷൻ - 1-1-2000 മുതൽ പുതിയ രീതി നടപ്പാക്കുന്നത് - സംബന്ധിച്ച്.

1-1-2000 മുതൽ പുതുക്കിയ രീതിയിലുള്ള ജനന-മരണ രജിസ്ട്രേഷൻ നടപ്പാക്കുന്നത് സംബന്ധിച്ച 15-12-99 ൽ തിരുവനന്തപുരത്ത് വച്ചുനടന്ന ജില്ലാ രജിസ്ട്രാറന്മാരുടെ സംസ്ഥാനതല ശില്പശാലയിലെ ശുപാർശകളുടെ അടിസ്ഥാനത്തിൽ താഴെപ്പറയുന്ന നിർദ്ദേശങ്ങൾ പുറപ്പെടുവിക്കുന്നു.

1-1-2000 മുതൽ ജനനം, മരണം, നിർജീവ ജനനം എന്നിവ രജിസ്റ്റർ ചെയ്യുന്നതിനുവേണ്ടി പുതു തായി നിശ്ചയിച്ചിട്ടുള്ള 1 മുതൽ 3 വരെയുള്ള ഫാറങ്ങൾ രജിസ്ട്രേഷൻ യൂണിറ്റുകളിൽ നേരിട്ടല്ലാതെ ആശുപ്രതികൾ/മറ്റ് സ്ഥാപനങ്ങൾ എന്നിവ മുഖേന സമർപ്പിക്കപ്പെടുമ്പോൾ അതിൽ വിവരം നല്കുന്ന വ്യക്തിയുടെ ഒപ്പു/വിരലടയാളത്തിന് പുറമേ ആശുപ്രതി സ്ഥാപനങ്ങളിലെ ബന്ധപ്പെട്ടവരുടെ മേലൊപ്പും കൂടി രേഖപ്പെടുത്തി വാങ്ങുന്നതിന് എല്ലാ ജനന-മരണ രജിസ്ട്രാർമാരും ശ്രദ്ധിക്കേണ്ടതാണെന്ന് നിർദ്ദേശിക്കുന്നു.

2) കൂടാതെ ജനന-മരണ രജിസ്ട്രേഷൻ ഫാറങ്ങളിൽ, ജനിക്കുന്ന /മരണപ്പെടുന്ന ആളിന്റെ പേര് പ്രാദേശിക ഭാഷയ്ക്ക് പുറമേ ഇംഗ്ലീഷിലും കൂടി രേഖപ്പെടുത്തി വാങ്ങേണ്ടതാണെന്നും നിർദ്ദേശിക്കുന്നു. [തിരുവനന്തപുരം 18-12-99)
