CIRCULARS 1447 ISSUE OF CLEARANCE FROM LOCAL SELF GOVERNMENT INSTITUTIONS TO HEALTHCARE INSTITUTIONS - INSISTING OF CLEARANCE FROM THE POLLUTION CONTROLBOARD AS A PRE-REQUISITE FOR ISSUING LICENSE OF THE LOCAL BODY TO HEALTHCARE INSTITUTIONS FORENSURING BETTERBIO MEDICAL WASTE MANAGEMENT-REG. Local Self Govt. (DC) Department, 47724/DC1/2011/LSGD, Tvpm, dt. 9.12.2011) Sub:- LSGD - Issue of clearance from Local Self Government Institutions to Healthcare Institutions - insisting of clearance from the Pollution Control Board as a pre-requisite for issuing license of the Local Body to Healthcare Institutions for ensuring better Bio Medical Waste Management-Reg. Ref:- Follow up action of Recommendations of the Hon’ble Public Accounts Committee in its 146th Report. It is the responsibility of the occupier of the healthcare institutions that are generating Biomedical waste, from institutions such as hospitals, nursing homes, clinical laboratories, pathological laboratories, blood bank, etc., to obtain Authorisation from the State Pollution Control Board as per the Biomedical Waste (Management and Handling) Rules, 1998. The occupier of the healthcare institutions are also required to obtain registration/license, as per the Kerala Municipal Act, 1994 and Kerala Panchayat Raj Act, from the concerned Local Bodies. The Hon’ble Public Accounts, Committee, in the report referred above has recommended that Local Body should ensure that healthcare institutions are established sufficient facilities for segregation, storage, conveyance, treatment and disposal of Biomedical waste in their institutions, in accordance with provisions of the BioMedical Waste (Management & Handling) Rules, 1998. The Hon’ble Committee has also recommended that registration/license of the new healthcare institutions should be issued from the Local Body only after ensuring that Authorisation from the Pollution Control Board is obtained by those healthcare Institutions, as per provisions of the Biomedical Waste (Management & Handling) Rules, 1998. Hence, all Municipal Corporations, Municipalities and Grama Panchayats should ensure that registration/license (fresh or renewal) to healthcare institutions are issued only after ensuring that the occupier of the healthcare institutions have obtained Authorisation from the Pollution Control Board, as per the provisions of Biomedical Waste (Management & Handling) Rules, 1998. All Local Bodies should ensure that the above condition is complied with, while issuing fresh/renewal of licenses/permits to all healthcare institutions. മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പ് പദ്ധതി കർഷകരുടെ ഭൂമിയിൽ ഏറ്റെടുക്കാവുന്ന പ്രവൃത്തികൾ സംബന്ധിച്ച സർക്കുലർ (തദ്ദേശസ്വയംഭരണ (ഡി.ഡി) വകുപ്പ്, നമ്പർ 65108/ഡി.ഡി2/2011/തസ്വഭവ, Typm, തീയതി 14-12-11) വിഷയം:- മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിലുറപ്പ് പദ്ധതി കർഷകരുടെ ഭൂമിയിൽ ഏറ്റെടുക്കാവുന്ന പ്രവൃത്തികൾ - സംബന്ധിച്ച്. സൂചന:- 1. കേന്ദ്രസർക്കാരിന്റെ 24-7-09-ലെ എസ്.ഒ. 2202(ഇ) നമ്പർ വിജ്ഞാപനം. 2. ഗ്രാമവികസന കമ്മീഷണറുടെ 12-10-2009-ലെ 22532/എൻ.ആർ.ഇ.ജി സെൽ. 2/09/സിആർഡി നമ്പർ സർക്കുലർ ഗ്രാമപ്രദേശങ്ങളിൽ അവിദഗ്ദ്ധ കായിക തൊഴിലിൽ ഏർപ്പെടാൻ സന്നദ്ധരായ ഏതൊരു കുടുംബ ത്തിനും 100 ദിവസത്തെ തൊഴിൽ ഉറപ്പ നൽകുന്ന നിയമമാണ് മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴി ലുറപ്പ നിയമം. തൊഴിലിനോടൊപ്പം പദ്ധതിയിൽ പ്രകൃതി വിഭവ പരിപാലനത്തിന് സഹായകരമായ ജല സംരക്ഷണത്തിനും ഭൂവികസനത്തിനും വരൾച്ചാനിവാരണത്തിനുമാണ് പ്രാഥമിക പരിഗണന നൽകുന്നത്. ഈ പദ്ധതിയിൽ കാർഷിക മേഖലയുടെ വികസനത്തിനും പരിസ്ഥിതി പുനരുജ്ജീവനത്തിനുമായി ഏറ്റെ ടുക്കാവുന്ന പ്രവൃത്തികൾ താഴെപ്പറയുന്നവയാണ്. 1. ജലസംരക്ഷണവും മഴക്കൊയ്തത്തും. 2. വനസംരക്ഷണവും മരം വച്ച് പിടിപ്പിക്കലും അതുവഴി വരൾച്ച തടയലും. 3, ജലസേചന തോടുകൾ ഉൾപ്പെടെയുള്ള ചെറുകിട ജലസേചന പദ്ധതികൾ. 4. പട്ടികജാതി, പട്ടികവർഗ്ഗ വിഭാഗത്തിൽപ്പെട്ട കുടുംബങ്ങൾ, ഭൂപരിഷ്കരണത്തിന്റെ ഗുണഭോക്താ ക്കൾ, ഇന്ദിരാ ആവാസ യോജന പദ്ധതി ഗുണഭോക്താക്കൾ, 2008-ലെ കാർഷിക കടാശ്വാസ പദ്ധതി

ഈ താൾ 2018 -ലെ പഞ്ചായത്ത് റെപ്പോ നിർമ്മാണം യജ്ഞത്തിന്റെ ഭാഗമായി സൃഷ്ടിച്ചതാണ്.
