(4) Letter No. F12(17)FCD/2010 dated 01-11-2013 from the Chief Controller of Accounts, Department of Economic Affairs, Ministry of Finance, Government of India. ORDER In the Government Orders read as 1st, 2nd and 3rd paper above, Government have, inter-alia, ordered that the component of 13th Finance Commission Grant under Expansion and Development from 2013-14 will be released in a separate stream and will be credited to the Deposit account of the respective Local Governments in the Treasury, viz. PFA-IV, MFA-IV and MCFA-IV, in two installments through Treasury Intranet. In the GO read as 3rd paper above it has been ordered that the first instalment will be released to the LGs on receipt of grant from Government of India and 2nd instalment will be released on receipt of the same from Government of India or in the first week of January whichever is earlier. Accordingly, the first instalment of General Basic Grant under 13th Finance Commission amounting to Rs. 209,08,78,000/- (Rupees Two hundred and nine Crore eight lakh seventy eight thousand only) has been released by Government of India as per the letter readas 4th paper above. (2) In pursuance of the above, Government hereby accord sanction for the transfer-Credit of Rs. 209,08,78,000/- (Rupees Two Hundred and nine crore eight lakh seventy eight thousand only) from the Consolidated Fund under major Head of ACCount, 3604 - Compensation and Assignments to Local Bodies and Panchayat Raj Institutions to the Public ACCount under Major Head of ACCount, 8448- Deposits of Local Funds to release the 1st instalment of Grant under the 13th Finance Commission to the Local Governments, asper appendix IV of the Budget for the year 2013-14 and as detailed in the statement appended as Annex1.Sanction is also accorded for the release of Rs. 209,08,78,000/- (Rupees Two Hundred and nine crore eight lakh seventy eight thousand only) to the Local Governments as provided in the Annex II to this G.O. (3) The Under Secretary, Finance (ACCounts) Department, will arrange to transfer-Credit the amount of Rs. 209,08,78,000/- (Rupees Two hundred and nine crore eight lakh seventy eight thousand only) from the Consolidated Fund to the Public Account of the State, at the District Treasury, Thiruvananthapuram as detailed in the Annex -l. The transfer-credit is exempted from all Treasury restrictions. (4) The Director of Treasuries and Treasury officers concerned will Credit the amountas per Annex II of the GO to the Deposit Account of the Finance Commission Grant (VPFA I, MFA IV and MCFA IV) to the respective Local Government through Treasury Intranet in line with orders in the GO read as 2nd & 3rd papers above. നബാർഡ് ആർ.ഐ.ഡി.എഫ്. - പുതുക്കിയ SoR പ്രകാരം അനുവദിച്ച തുകയിൽ മാറ്റം വരാതെ ഭരണാനുമതി നൽകുന്നത് - ഗ്രാമവികസന കമ്മീഷണർക്ക് ചുമതല നൽകിയതിനെ സംബന്ധിച്ച (തദ്ദേശസ്വയംഭരണ (ഡി.ഡി.) വകുപ്പ്, സ.ഉ (കൈ) നം. 357/2013/തസ്വഭവ TVPM, dt. 06-11-13) സംഗ്രഹം:- തദ്ദേശസ്വയംഭരണ വകുപ്പ് - നബാർഡ് ആർ.ഐ.ഡി.എഫ്. പുതുക്കിയ SoR പ്രകാരം അനുവദിച്ച തുകയിൽ മാറ്റം വരാതെ ഭരണാനുമതി നൽകുന്നത് - ഗ്രാമവികസന കമ്മീഷണർക്ക് ചുമതല നൽകി - ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. ഉത്തരവ ആർ.ഐ.ഡി.എഫ്. പ്രകാരം സർക്കാർ ഭരണാനുമതി നൽകുന്ന പ്രവൃത്തികൾ പൂർത്തീകരിക്കുന്ന തിന് നബാർഡ് അംഗീകരിച്ച അനുവദിക്കുന്ന തുക പലപ്പോഴും തികയാതെ വരുന്ന സാഹചര്യം ഉണ്ടാ കാറുണ്ട്. നിലവിലുള്ള SoR പ്രകാരം നിശ്ചിത തുകയ്ക്കുള്ള എസ്റ്റിമേറ്റ് എടുത്ത് നബാർഡിന്റെ അനുമതി ലഭിക്കുന്നതിനും തുടർന്ന് സർക്കാരിൽ നിന്നുള്ള ഭരണാനുമതി ലഭിക്കുന്നതിനും നേരിടുന്ന കാലതാമസം കാരണമാണിത്. സർക്കാർ ഇക്കാര്യം വിശദമായി പരിശോധിക്കുകയുണ്ടായി. ഭരണാനുമതി ലഭിച്ചതിനുശേഷം പ്രവൃത്തി തുടങ്ങുമ്പോൾ നിരക്കുകൾ വർദ്ധിക്കുകയും SoR മാറുകയും ചെയ്യുന്നതിനാലും അനുവദിച്ച തുകയിൽ നിന്നും കൂടുതലായി തുക നബാർഡ് അനുവദിക്കാത്ത സാഹചര്യത്തിലും, നിരക്കുകൾ വർധിച്ചു SoR മാറുന്ന അവസരത്തിൽ ത്രിതല പഞ്ചായത്തുകൾ പുതുക്കിയ SoR പ്രകാരം എസ്റ്റിമേറ്റ് തയ്യാറാക്കി പ്രവൃ ത്തികളുടെ ഓരോ ഘടകങ്ങളിലും വേണ്ടുന്ന ക്രമീകരണങ്ങൾ വരുത്തി സർക്കാർ നൽകിയ ഭരണാനുമതി തുകയിൽ നിന്നും തുക വർദ്ധിക്കാതെ പ്രവൃത്തി തുടങ്ങുവാനുള്ള അനുവാദം തദ്ദേശ സഥാപനങ്ങൾക്ക് നൽകുന്നതിനാൽ, ഇങ്ങനെ ഭരണാനുമതി തുകയ്ക്ക് മാറ്റമില്ലാത്ത പ്രവർത്തികളുടെ പുതുക്കിയ ഭരണാനു മതി നൽകുവാനുള്ള ചുമതല ഗ്രാമവികസന കമ്മീഷണറെ ഏൽപ്പിച്ച് ഉത്തരവാകുന്നു. പുതുക്കിയ ഭര ണാനുമതിയുടെ പകർപ്പ് ഗ്രാമവികസന കമ്മീഷണർ സർക്കാരിലേക്ക് യഥാസമയം അയയ്ക്കക്കേണ്ടതാണ്.

ഈ താൾ 2018 -ലെ പഞ്ചായത്ത് റെപ്പോ നിർമ്മാണം യജ്ഞത്തിന്റെ ഭാഗമായി സൃഷ്ടിച്ചതാണ്.
