ORDER

Information Kerala Mission is currently launching its applications as a centrally deployed, web based system, to provide a fillip in ensuring end-to-end e-solution in all the local bodies. For authentication of the electronic data in the various applications of IKM as apart of e-governance activities, the executive Chairman& Director, Information Kerala Mission vide his letter read above has furnished a proposal to provide digital signature facility to the approving authorities in the Local Self Government Institutions.

Government have examined the matter in detail and are pleased to accord sanction to provide Class 2 Digital Signature Certificate to the officers listed below, subject to the condition that the fund required for the purpose shall be met from their own fund or General Purpose Fund.

• All Mayors/Chairpersons/Presidents of Local Self Government Institutions

• All Secretaries of Local Self Government Institutions

• All Accounts Officers/Accountants of Local Self Government Institutions

• All Health Officers/Health Inspectors of Local Self Government Institutions

• All Revenue Officers

• All District Planning Officers/All District Collectors

• Executive Chairman & Director / Group Director of Information Kerala Mission.

ഭവന നിർമ്മാണ ധനസഹായം ലഭിക്കുന്ന ഗുണഭോക്താക്കൾ 12 വർഷത്തേക്ക് വസ്തതു കൈമാറ്റം ചെയ്യുകയില്ലെന്നും, രജിസ്ട്രേഷൻ നടത്തുന്നത് - മുന്നാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകും എന്ന നിബന്ധന ഭേദഗതി ചെയ്ത് നാലാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകുമെന്ന് തീരുമാനിച്ച ഉത്തരവിനെ സംബന്ധിച്ച്

സംഗ്രഹം:- തദ്ദേശസ്വയംഭരണ വകുപ്പ് - ഭവന നിർമ്മാണ ധനസഹായം ലഭിക്കുന്ന ഗുണഭോക്താക്കൾ 12 വർഷത്തേയ്ക്ക് വസ്തു കൈമാറ്റം ചെയ്യുകയില്ലെന്നും -രജിസ്ട്രേഷൻ നടത്തുന്നത് മൂന്നാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകും എന്ന നിബന്ധന ഭേദഗതി ചെയ്ത് നാലാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകുമെന്ന് തീരുമാനിച്ച് ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

പരാമർശം: (1) സ.ഉ (സാധാ) നം.769/2013/തസ്വഭവ തീയതി 23-03-2013.

(2) വികേന്ദ്രീകൃതാസുത്രണ സംസ്ഥാനതല കോ-ഓർഡിനേഷൻ കമ്മിറ്റിയുടെ 26-06-2013-ലെ 2.5 നമ്പർ തീരുമാനം.

ഉത്തരവ്

തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങൾ മുഖേന ഭവന നിർമ്മാണ ധനസഹായം ലഭിക്കുന്ന ഗുണഭോക്താക്കൾ 12 വർഷത്തേയ്ക്ക് വസ്തു കൈമാറ്റം ചെയ്യുകയില്ലെന്നും രജിസ്ട്രേഷൻ നടത്തുന്നത് മൂന്നാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകുമെന്ന് പരാമർശം (1) പ്രകാരം ഉത്തരവ് പുറപ്പെടുവിച്ചിരുന്നു.

ഇ.എം.എസ്. ഭവന പദ്ധതിക്ക് സ്റ്റാമ്പ് ഡ്യൂട്ടി ഇളവ് ചെയ്തിരുന്നത് പോലെ പുതിയ ഭവന പദ്ധതികൾക്കും ഇളവ് അനുവദിക്കണമെന്ന ആവശ്യം സർക്കാരിന്റെ പരിഗണനയിലിരിക്കുന്നതും, ആയതിൻമേൽ ഉത്തരവുണ്ടാകുന്നതിലെ കാലതാമസം കണക്കിലെടുത്ത് രജിസ്ട്രേഷൻ നടത്തുന്നത് നാലാം ഗഡുവിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകുമെന്ന് ഭേദഗതി ചെയ്യാൻ പരാമർശം (2) പ്രകാരം തീരുമാനിക്കുകയുണ്ടായി.

സർക്കാർ ഇക്കാര്യം വിശദമായി പരിശോധിക്കുകയുണ്ടായി. തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങൾ മുഖേന ഭവന നിർമ്മാണ ധനസഹായം ലഭിക്കുന്ന ഗുണഭോക്താക്കൾ 12 വർഷത്തേയ്ക്ക് വസ്തു കൈമാറ്റം ചെയ്യുകയില്ലെന്നും രജിസ്ട്രേഷൻ നടത്തുന്നത് നാലാം ഗഡു വിതരണം ചെയ്യുന്നതിന് മുമ്പായി മതിയാകുമെന്ന് ഭേദഗതി ചെയ്ത് തീരുമാനിച്ച് ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു.

ഈ താൾ 2018 -ലെ പഞ്ചായത്ത് റെപ്പോ നിർമ്മാണം യജ്ഞത്തിന്റെ ഭാഗമായി സൃഷ്ടിച്ചതാണ്.
