വയ്ക്ക് കൈപ്പറ്റു രശീതി, സൂചിക സോഫ്ട് വെയർ ഉപയോഗിച്ച് നല്കുന്നതിനും, ഏകീകൃതമായ ഒരു രസീതി സമ്പ്രദായം സൂചന (1)-ലെ സർക്കാർ ഉത്തരവ് പ്രകാരം അംഗീകരിച്ച നടപ്പിൽ വരുത്തിയിട്ടുണ്ട്. ഇപ്രകാരമുള്ള ഏകീകൃത രശീതികൾ പ്രിന്റെ ചെയ്ത് നല്കുന്നതിന് പാലക്കാട് ഗ്രാമലക്ഷ്മി മുദ്രാലയത്തിനെയാണ് അധികാരപ്പെടുത്തിയിരിക്കുന്നത്. പഞ്ചായത്തുകൾക്കാവശ്യമായ രശീതികളുടെ ഇൻഡന്റ് നൽകുന്നതിന് അതാതു ജില്ലകളുടെ പഞ്ചായത്ത് ഡെപ്യൂട്ടി ഡയറക്ടറെയാണ് ചുമതലപ്പെടുത്തിയിരുന്നത്.

               എന്നാൽ ബ്ലോക്ക് പഞ്ചായത്തുകൾക്കാവശ്യമായ രശീതികളുടെ ഇൻഡന്റ് പഞ്ചായത്ത് ഡെപ്യൂട്ടി ഡയറക്ടർമാരിൽ നിന്നും തയ്യാറാക്കി ലഭിക്കുന്നതിനും ഗ്രാമലക്ഷ്മി മുദ്രാലയത്തിൽ നിന്നും അച്ചടിച്ച കിട്ടുന്നതിനും, ചില ബുദ്ധിമുട്ടുകൾ നേരിട്ടു വരുന്നതായി സൂചന (2)-ലെ കത്തു മുഖാന്തിരം ഗ്രാമവിക സന കമ്മീഷണർ അറിയിക്കുകയുണ്ടായി. 
       ബ്ലോക്ക് പഞ്ചായത്തുകളിൽ ഉപയോഗിക്കേണ്ട ഏകീകൃത പ്രീ പ്രിന്റഡ് രശീതികൾ ലഭ്യമാക്കുന്നതി നുണ്ടാകുന്ന കാലതാമസം ഒഴിവാക്കുന്നതിനായി, എല്ലാ ജില്ലകളിലെയും ബ്ലോക്ക് പഞ്ചായത്തുകൾക്കാ വശ്യമായ പ്രീ പ്രിന്റഡ് രശീതികളുടെ ഇന്റൻഡ് തയ്യാറാക്കി ഗ്രാമലക്ഷ്മി മുദ്രാലയത്തിന് നല്കുന്നതിന് അതാതു ജില്ലകളിലെ അസിസ്റ്റന്റ് ഡെവലപ്മെന്റ് കമ്മീഷണർ (ജനറൽ)മാരെ ഇതിനാൽ ചുമതലപ്പെടു ത്തുന്നു. ഇപ്രകാരം തയ്യാറാക്കി നല്കുന്ന ഇൻഡന്റ് പ്രകാരം രശീതികൾ അച്ചടിച്ചു നൽകേണ്ടതാണെന്ന് ഗ്രാമലക്ഷ്മി മുദ്രാലയത്തിനും നിർദ്ദേശം നൽകുന്നു.

തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലെ ജനപ്രതിനിധികൾക്ക് ചികിത്സാസഹായം നിർദ്ദേശം നൽകുന്നത് സംബന്ധിച്ച് സർക്കുലർ (തദ്ദേശസ്വയംഭരണ (ഇഏം) വകുപ്പ്, നം. ഇ.എം.2/11/2015-തസ്വഭവ, Typm, തീയതി 9-06-2015) വിഷയം :- തദ്ദേശ സ്വയംഭരണ വകുപ്പ് - തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലെ ജനപ്രതിനിധികൾക്ക് ചികിത്സാസഹായം നിർദ്ദേശം നൽകുന്നത്-സംബന്ധിച്ച്.

      തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങളിലെ ജനപ്രതിനിധികൾക്ക് ചികിത്സാസഹായം അനുവദിക്കുന്നതിനായി എല്ലാ ജനപ്രതിനിധികളെയും 2014 ഒക്ടോബർ മുതൽ ചിയാക്കിന്റെ സ്കീമിൽ അംഗങ്ങളാക്കു ന്നതിനുള്ള നടപടി സ്വീകരിക്കുന്നതിന് വകുപ്പു തലവന്മാർക്ക് നിർദ്ദേശം നൽകിയിട്ടുണ്ട്. എന്നാൽ ഒക്ടോബർ 2014-നു ശേഷവും ചികിത്സാസഹായം അനുവദിക്കുന്നതുമായി ബന്ധപ്പെട്ട ധാരാളം അപേക്ഷകൾ സർക്കാരിൽ ലഭിക്കുന്നുണ്ട്.

മേൽ സാഹചര്യത്തിൽ, എല്ലാ തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളിലെയും ജനപ്രതിനിധികളെ ചിയാക്കിന്റെ സ്കീമിൽ ഉൾപ്പെടുത്തി ചികിത്സാസഹായം ലഭ്യമാക്കുന്നതിനുള്ള നടപടി സ്വീകരിക്കുന്നതിന് എല്ലാ തദ്ദേശസ്വയംഭരണസ്ഥാപനങ്ങൾക്കും നിർദ്ദേശം നൽകുന്നു. Sub:- Local Self Government Department-Request for permission to attend the training-Delay in submitting the proposal - instructions-reg.

     It has come to the notice of Government that the proposal seeking permission for the deputation of officers fortraining/workshop/study tour etc. from the Head of Departments reach in Government in the same week or on very near date or after the date of training/workshop/study tour. Delay in Submitting the proposal cause delay in granting permission to the officers in time. This inordinate delay leads to the officers facing problem for settling tickets, T.A. etc. In such situation Government are compelled to accord expost facto sanction for the training programmes, which is not a good practice. Participating in training programmes without prior sanction of Government is not justifiable. Government view this matter seriously and hence the following instructions are issued, for strict compliance: 

1. The Heads of Departments should furnish the proposal seeking permission for the deputation of officers fortraining/workshop/study tour, well in advance. 2. The proposal should contain full details such as designation and scale of pay of officers travelling, detailed itinerary, the Head of account from which the expenditure will be met, the invitation for the programme, ifany other conditions etc.

3. If communication for the meeting is received late, then the field officer should take the permission from their immediate Heads of Departments and attend the meeting. However the Head of the Department should
