2. പ്രസ്തുത അക്കൗണ്ടിൽ മറ്റു തുകകൾ നിക്ഷേപിക്കുവാൻ പാടില്ലാത്തതും ഗ്രാന്റ് വരവ് - ചെലവ കണക്കുകൾ പ്രത്യേകമായി എഴുതി സൂക്ഷിക്കേണ്ടതും (സ്കൂൾ ഗ്രാന്റ് ബുക്ക), ഓഡിറ്റ് ചെയ്ത കണക്കുകളും ധനവിനിയോഗ സർട്ടിഫിക്കറ്റും പഞ്ചായത്ത് കമ്മിറ്റിയുടെ അറിവോടെ വിദ്യാഭ്യാസ ഡയറക്ടർക്ക് യഥാസമയം സമർപ്പിക്കുകയും ചെയ്യേണ്ടതാണ്.

3. ബന്ധപ്പെട്ട തദ്ദേശഭരണ സെക്രട്ടറിമാർ കൈപറ്റുന്ന ഗ്രാന്റ് തുകയുടെ വിവരം പഞ്ചായത്ത് അക്കൗ ണ്ടിൽ രേഖപ്പെടുത്തേണ്ടതും പ്രത്യേക പാസ് ബുക്കിൽ നിക്ഷേപിച്ചതായും ചെലവഴിച്ചതായും ക്ലാസിഫി ക്കേഷൻ കാണിച്ച് ഉപയോഗപ്പെടുത്തേണ്ടതാണ്. കേന്ദ്രസർക്കാർ ഗ്രാന്റ് ലഭിക്കുന്ന സന്ദർഭങ്ങളിലും ഇതേ നടപടിക്രമം പാലിക്കേണ്ടതാണ്.

4, ഗ്രാന്റ് ലഭിക്കുന്നതിന് താമസം നേരിടുകയോ അവ്യക്തതയുണ്ടാവുകയോ ചെയ്യുന്ന സാഹചര്യം കണക്കിലെടുത്ത് തനത് ഫണ്ട/പ്ലാൻ ഫണ്ട് വികസന മാനേജ്മെന്റ് ഫണ്ട് എന്നിവ നിയമാനുസൃതം ഉപ യുക്തമാക്കി ഹോണറേറിയം ഉൾപ്പെടുന്ന ബഡ്സ് ചെലവുകൾ തടസ്സം കൂടാതെ നിർവ്വഹിക്കുന്നതിനും ഫണ്ട് ലഭിക്കുന്ന മുറയ്ക്ക് പ്രസ്തുത തുക തിരിച്ച പ്രസ്തുത ഫണ്ടിലേക്ക് മുതൽകൂട്ടുകയും ചെയ്യാവുന്നതാണ്.

5. വിദ്യാഭ്യാസ വകുപ്പിൽ നിന്നും ഇതിനകം ലഭ്യമായ ഗ്രാന്റ് തുക ചെലവഴിക്കാത്തവർ പ്രസ്തുത തുക ചെലവഴിച്ച് ചാർട്ടേർഡ് അക്കൗണ്ടിനെ കൊണ്ട് ഓഡിറ്റ് ചെയ്ത് ധനവിനിയോഗ സർട്ടിഫിക്കറ്റ നൽകേണ്ടതാണ്.

PROHIBITION/RESTRICTION ON THE USE OF THE PLASTIC CARRY BAGS INSTATE-RECOMMENDATIONS OF THE COMMITTEE-ACCEPTED - ORDERS ISSUED

Abstract:- Local Self Government Department-Prohibition/Restriction on the use of the Plastic Carry bags in State-Recommendations of the Committee-Accepted - Orders issued. Read:- Report submitted by the Committee to examine the issues relating to prohibition/restriction on the use of the plastic carry bags in Kerala.

ORDER

A Committee was constituted for the purpose of examining the issues relating to prohibition/restriction on the use of the plastic carry bags in the State with the Secretary to Government (LSGD), the Special Secretary to Government (Industries), the Executive Director, Suchitwa Mission and Chairman State Pollution Control Board as members. The Committee submitted its report with various recommendations for Consideration of Government.

(2) The Government has examined the report in detail and are pleased to accept the report and issue the following orders. The concerned Departments/Organizations will issue separate directions to implement these recommendations.

1. Registration of plastic manufacturers with the Kerala State Pollution Control Board should be made mandatory and stringent.

Local Self Government Department, Taxes Department and Kerala State Pollution Control Board will Issue necessary direction/ensure compliance.

2. All plastic carry bags should, as per statute, must have labeling with details such as name and registration of the manufacturer and thickness of the material and no production or marketing of plastic carry bags below 40 microns would be permitted. Local Self Government Department, Taxes Dept. (Sales Tax through Check post) and Kerala State Pollution Control Board would ensure compliance.

3. Explicit minimum pricing of plastic carry bags to reduce the usage. An Ordinance empowering the Urban Local Bodies in this regard has already been issued. A percentage of the price could be collected by the Local Self Government body so as to create a plastic management fund.

Direction in this regard be given to all Urban bodies by the Director of Urban Affairs.

4. The present ban on plastic materials below thickness of 40 microns should be strictly enforced.
