(b) Surveying and Levelling (Higher), Applied Mechanic (Higher), Building Materials and Construction (Higher), Hydraulics and Irrigation (Higher), Building Drawing and Estimating (Higher), Earth work and road making (Higher), Geometrical Drawing (Lower) or Practical Plan and Solid Geometry (Lower) and Mensuration (Lower).
(c) Certificate course of College of Engineering, Thiruvanathapuram (2 years course) . (d) Diploma in Craftsmanship in the trade of Draftsman (Civil) or Surveyor obtained after 18 months course followed by 6 months Practical-Training) at the Industrial Training Institutes/Centres conducted by the Government of India, Ministry of Labour.
(e) Pass in the Overseer Course conducted by Government.
(f) Diploma in Civil Engineering (2 years course) of the Women's Polytechnics of the State.
(g) Kerala Government Certificate Examination in Civil Engineering (2 years course).
6. Appointing Authority. The appointing authority in respect of Director of Panchayats, Joint Director of Panchayats, Deputy Director of Panchayats / Deputy Chief Registrar of Births and Deaths, Assistant Director of Panchayats and Provident Fund Accounts Officer shall be Government and in respect of Assistant Engineer shall be the Director of Panchayats.
7. Probations.— Every person, appointed to any of the categories shall from the date on which he joins duty be on probation.
(i) If appointed by direct recruitment for a period of two years on duty within a continuous period of three years;
(ii) If appointed by promotion, or by transfer for a period of one year on duty within a continuous period of two years.
8. Reservation.— The rules regarding reservation of appointment contained in the rules 14 to 17 of part II of the Kerala State and Subordinate Service Rules, 1958 shall apply to appointment by direct recruitment.
In the case of direct recruitment of departmental candidates, the rules 14 to 17 of KS & SSR 1958 will not apply.
9. Test qualifications.— Aperson appointed to any of the categories in Group lunder rule 2 shall during the period of probation pass Account Test (Lower), Manual of Office Procedure and Panchayat Test, if he has not already passed the same. In the case of category 4(b) Provident Fund Accounts Officer, a pass in Account Test Higher is an essential qualification for promotion. Assistant Engineers under Group Il appointed by direct recruitment or by transfer shall pass Account Test (Lower) or Executive Officers Test, Kerala Public Works Department Test and Kerala Public Works Department Manual within the period of probation, if not already passed the same.
This does not form part of the notification, but is intended to indicate its general purport) The existing Special Rule for the Kerala Panchayat Service issued under Notification G.O.(Ms) 888/63/DD dated 18th December, 1963 has become inadequate to satisfy the specifications for appointment including qualifications and method of appointment to the categories subsequently created like joint Director of Panchayats, Assistant Director of Panchayats and equated categories All the posts now in the Department are not covered by the existing rules. The post of Director of Panchayats was declared by the Government of India as I.A.S. cadre posts as per notification No./11031/93/ATS (ii) A&B dated 13th December 1993. The post of Assistant Engineer (mentioned as Junior Engineer in the Panchayat Common Service Rules 1977 is not covered by any rules consequent on the supersession of these rules as per Notification No. G.O.(P)No. 151/94/LAD dated 13-6-1994 Due to the above reasons it has become necessary to issue fresh special rules in order to facilitate appointment to be made to the posts in this service.
