Sections 221, 222 and 223 of the Kerala Panchayat Raj Act, 1994 (13 of 1994) empowers the Government to make rules for the control, issuance of licence, fee to be charged, etc. regarding public and private markets. Clause (xix) and (xli) of sub-section (2) of Section 254 empowers the Government to make rules on the powers that can be exercised by the Panchayats its Secretary or an officer and the maintenance of accounts by owners, Occupiers and leaseholders of private markets and the auditing of such accounts. Government have decided to make rules for the above purpose. This Notification is intended to achieve the above purpose.
