8	Setting up solid waste processing facilities by local bodies and census towns below 100000 population.	3 year
9	setting up common or stand alone sanitary landfills by or for all local bodies having 0.5 million or more population for the disposal of only such residual wastes from the processing facilities as well as untreatable inert wastes as permitted under the Rules	3 year
10	setting up common or regional sanitary landfills by all local bodies and census towns under 0.5 million population for the disposal of permitted to waste under the rules	3 year
11	bio-remediation or capping of old and abandoned dump sites	5 year

23. State Level Advisory Body.- (1) Every Department in-charge of local bodies of the concerned State Government or Union territory administration shall constitute a State Level Advisory Body within six months from the date of notification of these rules comprising the following members, Member, ex-officio namely
