- THE KERALA PANCHAYAT RAJ
(PROFESSIONAL RELATIONSHIP AND CONDUCT BETWEEN ELECTED AUTHORITIES AND OFFICERS) RULES, 2007
S.R.O. No. 695/2007.- In exercise of the powers conferred by sub-section (1) of Section 185 A read with sub-section (1) of Section 254 and Section 255 of the Kerala Panchayat Raj Act, 1994 (13 of 1994), the Government of Kerala hereby make the following rules, namely:
RULES 1.Short title and commencement.-(1) These rules may be called the Kerala Panchayat Raj (Professional Relationship and Conduct Between Elected Authorities and Officers) Rules, 2007.
(2) They shall come into force at once. 2. Definitions.- (1) In these rules, unless the context otherwise requires -
(a) "Act" means the Kerala Panchayat Raj Act, 1994 (13 of 1994);
(b) “Committee" means a Standing Committee constituted under Section 162 or a Steering Committee constituted under Section 162 B in a Panchayat or any other Committee of the Panchayat constituted by the Panchayat consisting of the members of the Panchayat only;
(c) “Elected Authority" means the Panchayat Committee or any other Committee and as required by the context the Elected Authority includes the President and Vice-president of the Panchayat, Chairperson of the Standing Committee and an elected member of the Panchayat;
(d) "Officer" includes the Secretary appointed under sub-section (1) of Section 179, officers and employees appointed to the Panchayat Service as per rules made under sub-section (4) of Section 180 of the Act or rules made under the Kerala Panchayat Act, 1960 (32 of 1960), and any Government Officer or employee whose service has been lent to the Panchayat under subsection (2) of Section 176 or sub-section (1) of Section 181;
(e) “Panchayat" means a Village Panchayat or a Block Panchayat or a District Panchayat constituted under sub-section (1) of Section 4 of the Act;
