സർക്കാർ നിർദ്ദേശിച്ചിട്ടുണ്ട്. ഗ്രാമ-ബ്ലോക്ക് പഞ്ചായത്ത് തലങ്ങളിൽ രാജീവ് ഗാന്ധി സേവാ കേന്ദ്രങ്ങൾ പണിയുന്നതിന് ആവശ്യമായി വരുന്ന ചെലവിന്റെ പരിധി പുനർനിശ്ചയിച്ച് ശുപാർശ ചെയ്യുന്നതിന് ചുവടെ സൂചിപ്പിക്കും പ്രകാരം ഒരു സമിതിയെ നിയോഗിക്കുന്നതിന് സൂചന (3) തീരുമാന പ്രകാരം മഹാത്മാ ഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിൽ ഉറപ്പ് പദ്ധതി മിഷൻ ഡയറക്ടർ സൂചന (4) മുഖേന സർക്കാരിനോട് അഭ്യർത്ഥിച്ചിട്ടുണ്ട്. 1. മിഷൻ ഡയറക്ടർ, മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിൽ ഉറപ്പ പദ്ധതി - ചെയർമാൻ 2. ചീഫ് എഞ്ചിനീയർ, തദ്ദേശസ്വയംഭരണ വകുപ്പ് - കൺവീനർ 3. അസിസ്റ്റന്റ് എക്സസിക്യൂട്ടീവ് എഞ്ചിനീയർ, കേരള സ്റ്റേറ്റ് റൂറൽ റോഡ്സ് ഡെവലപ്പമെന്റ് ഏജൻസി - അംഗം (2) സർക്കാർ ഇക്കാര്യം വിശദമായി പരിശോധിച്ചു. ഗ്രാമ-ബ്ലോക്ക്, പഞ്ചായത്ത് തലങ്ങളിൽ രാജീവ് ഗാന്ധി സേവാ കേന്ദ്രങ്ങൾ പണിയുന്നതിന് ആവശ്യമായി വരുന്ന ചെലവിന്റെ പരിധി പുനർ നിശ്ചയിച്ച ശുപാർശ ചെയ്യുന്നതിന് ഇപ്രകാരം ഒരു സമിതിയെ നിയോഗിച്ച് സർക്കാർ ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. 1. മിഷൻ ഡയറക്ടർ, മഹാത്മാഗാന്ധി ദേശീയ ഗ്രാമീണ തൊഴിൽ ഉറപ്പ പദ്ധതി - ചെയർമാൻ 2. ചീഫ് എഞ്ചിനീയർ, തദ്ദേശസ്വയംഭരണ വകുപ്പ് - കൺവീനർ 3. അസിസ്റ്റന്റ് എക്സസിക്യൂട്ടീവ് എഞ്ചിനീയർ, കേരള സ്റ്റേറ്റ് റൂറൽ റോഡ്സ് ഡെവലപ്പമെന്റ് ഏജൻസി - അംഗം. PANCHAYATDEPARTMENT - INFORMATIONEDUCATION COMMUNICATION (IEC) COMMUNICATIONSTRATEGY, PLAN OF ACTION OR IMPROVING VISIBILITY - GUIDELINES OF GENERIC AND SPECIFICCAMPAIGNS - ORDERS - ISSUED Local Self Government (EPA) Department, G.O. (Rt) No. 2688/2013/LSGD, Tvpm, Dt. 01-11-2013) Abstract:- Local Self Government - Panchayat Department - Information Education Communication (IEC) Communication strategy, Plan of action for improving visibility - Guidelines of generic and specific campaigns- orders issued. ORDER Local Self Government Department is one of the largest departments of the State. It comprises of Departments of Rural Development, Urban Development and panchayats, having four Directorates, viz., Commissionerate of Rural Development, Directorate of Panchayats, Directorate of Urban Affairs and Department of Town and Country Planning. Besides these, there is an Engineering Wing and various organizations and agencies such as KILA, KSUDP, KLGSDP, IKM, Kudumbashree, KURDFC, Suchitva Mission, SIRD under this Department. Out of the total Plan expenditure of the State Government, almost 30% is being expended through the Local Self Government Department. The Department implements various State and Centrally Sponsored Schemes such as waste/plastic waste disposal, epidemic control activities etc. and several other projects as well. About 1.9 lakh projects are being implemented through the Panchayat Raj Institutions every year. It is felt that there is a new to do co-ordinated awareness generation and documentation etc. with specific strategy and action plans. In these circumstances, Government feel that there should be a mechanism, Departmental Communication strategy, plan or action for improving visibility, doing generic and specific campaigns and informing masses in a co-ordinatedway. The Departments shall take efforts to converge and build synergy. With the above objectives, Government are pleased to issue orders on the following: 1. A Committee with all Information Education Communication (IEC) Officers working with various Departments/Organisation functioning under Local Self Government Department shall be constituted and function as one unit. 2. The pooling of funds shall be done to have comprehensive IEC campaign wherever possible. 3. The Communication need assessment shall be done anda Comprehensive Communication campai for the yearshall be developed and implemented. :" " ) 4. Allheads of Departments shall take follow up actions to implement the campaign activities.
