Ministry of Rural Development, Government of India, vide its letter read above has requested State Government to review the existing arrangements for the administration of pension disbursement under NSAP and to ensure the following in order to position NSAP for Direct Benefit transfer:- (i) To prepare updated and Complete database of all pension beneficiaries, and seed the database with the bank/post office account details as well as Aadhar number (in case enrolment has taken place but UID number not given, the enrolment number (EID) may be seeded. (ii) To use the bank/post office accountnumbertotransfer the pension amount (and the State contribution, if any) by electronic funds transfer in case the pensioner agrees. (iii) To launch a drive to enrol pensioners who have not so far enrolled for Aadhar. It is further informed that Ministry of Rural Development has a Website (www.nsap.nic.in)and data entry may be made into this website unless the State Government has its own pension website. In such a case it may be ensured that the state website data structure should beatleast as detailed as the NSAP website and there should be a separate record of State amounts transferred, if any. The Ministry is working on improving the NSAP website so as to register transaction relating to State Pension Contributions also. In order to monitor the progress the Ministry of Rural Development has requested to nominate a Senior Officer as Nodal Officer for ensuring the smooth transition to an electronic benefit transfer system. Government have examined the matter in detail and are pleased to designate the Director, Information Kerala Mission, Thiruvananthapuram as Nodal Officer for ensuring the smooth transition to an electronic benefit transfer system. He shall send monthly reports on the progress in updating the database, in the prescribed format attached to this order. ഇന്ദിര ആവാസ യോജന (ഐ.എ.വൈ.) അല്ലാതെ മറ്റ് ഭവന പദ്ധതികൾ നിലവിലില്ലാത്ത തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങൾക്ക് പുതിയ ഭവന പദ്ധതികൾ ഏറ്റെടുക്കാൻ അനുമതി നൽകിയതിനെ സംബന്ധിച്ച് ഉത്തരവ് (തദ്ദേശസ്വയംഭരണ (ഡി.ബി.) വകുപ്പ്, സ.ഉ.(എം.എസ്) നം. 83/2013/തസ്വഭവ TVPM, dt. 11-03-13) സംഗ്രഹം:- തദ്ദേശസ്വയംഭരണ വകുപ്പ് - ഇന്ദിര ആവാസ യോജന (ഐ.എ.വൈ) അല്ലാതെ മറ്റ ഭവന പദ്ധതികൾ നിലവിലില്ലാത്ത തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങൾക്ക് പുതിയ ഭവന പദ്ധതികൾ ഏറ്റെടു ക്കാൻ അനുമതി നൽകി ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. പരാമർശം:- (1) 07-11-2009-ലെ സ.ഉ.(എം.എസ്) നം 207/2009/്തസ്വഭവ. (2) വികേന്ദ്രീകൃതാസൂത്രണ സംസ്ഥാനതല കോ-ഓർഡിനേഷൻ കമ്മിറ്റിയുടെ 07-03-2013-ലെ 2,2,3.24 എന്നീ തീരുമാനങ്ങൾ. ഉത്തരവ് പ്രാദേശികമായി ഭവന പദ്ധതികൾ ഏറ്റെടുത്ത് നടപ്പിലാക്കാൻ സർക്കാരിന്റെ അനുവാദം തേടി പല തദ്ദേശ സ്വയംഭരണ സ്ഥാപനങ്ങളും മുന്നോട്ട് വന്നിട്ടുള്ള സാഹചര്യത്തിൽ ഇന്ദിരാ ആവാസ യോജന (ഐ.എ.വൈ) അല്ലാതെ മറ്റ് ഭവന പദ്ധതികൾ നിലവിലില്ലാത്ത തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങൾ താഴെ പറയുന്ന വ്യവസ്ഥകൾക്ക് വിധേയമായി പുതിയ ഭവന പദ്ധതികൾ ഏറ്റെടുക്കാൻ അനുവാദം നൽകി ഉത്തരവ് പുറപ്പെടുവിക്കുന്നു. (1) തദ്ദേശസ്വയംഭരണ സ്ഥാപനങ്ങൾ സ്വയം കണ്ടെത്തുന്ന ഫണ്ട് ഉപയോഗിച്ചായിരിക്കണം (തനത് ഫണ്ട്, വികസന ഫണ്ട്, വായ്ക്കപ് മുതലായവ) പദ്ധതി നടപ്പിലാക്കേണ്ടത്. (2) വായ്ക്ക്പാ എടുക്കുന്നത് സർക്കാരിന്റെ മുൻകൂർ അനുമതിയോടുകൂടി ആയിരിക്കണം (3) വായ്പയ്ക്ക് സർക്കാർ ഗ്യാരണ്ടി നൽകുന്നതല്ല. (4) വായ്ക്കപ് തുകയും പലിശയും തദ്ദേശസ്വയംഭരണ സ്ഥാപനം വായ്പ എടുക്കുന്ന ധനകാര്യ സ്ഥാപ നത്തിൽ കരാർ പ്രകാരം തിരിച്ചടയ്ക്കക്കേണ്ടതാണ്. വായ്പ തുക വികസന ഫണ്ടിൽ നിന്നും, പലിശ തനത് ഫണ്ടിൽ/ജനറൽ പർപ്പസ് ഫണ്ടിൽ നിന്നും തിരിച്ചടയ്ക്കക്കേണ്ടതാണ്. (5) വായ്പയുടെ തിരിച്ചടവിന്റെ കാലാവധി പത്തു വർഷത്തിൽ കവിയരുത്. (6) ഗുണഭോക്താക്കളെ തെരഞ്ഞെടുക്കുന്നത് ഇ.എം.എസ്. ഭവന പദ്ധതിയുടെ മാർഗ്ഗനിർദ്ദേശം അനു സരിച്ചായിരിക്കണം. (7) ഇ.എം.എസ്. ഭവന പദ്ധതി പ്രകാരമോ, തദ്ദേശ സ്വയംഭരണ സ്ഥാപനം നടപ്പിലാക്കിയ മറ്റേ തെങ്കിലും ഭവന പദ്ധതി പ്രകാരമോ എടുത്ത വായ്ക്കപ് തുകയുടെയും, പുതിയ ഭവന പദ്ധതി പ്രകാരം എടുത്ത വായ്ക്ക്പാ തുകയുടെയും പ്രതിവർഷ തിരിച്ചടവ് പ്രതിവർഷം ലഭിക്കുന്ന വികസന ഫണ്ടിന്റെ 15%-ൽ കവിയാൻ പാടില്ലാത്തതാണ്.

ഈ താൾ 2018 -ലെ പഞ്ചായത്ത് റെപ്പോ നിർമ്മാണം യജ്ഞത്തിന്റെ ഭാഗമായി സൃഷ്ടിച്ചതാണ്.
