	I am to invite a reference to your letter No. 19/25/77-Med-lI-Vol. VIIl-1412 dated 01.03.1990 on the above subject and to say that as per the provisions of the RBD Act, 1969, the particulars of vital events registered have to be confined only to the details relating to the event at the relevant time of birth or death. Any subsequent change in the details cannot find a place in the register of births/deaths unless it is provided for in the Act. In the instant case, reported change of sex of Miss Neera Devi from female to male consequent upon a surgical operation is a subsequent change after the event had been registered. Therefore, this change cannot be recorded in the registration records. In this connection, your kind attention is invited to Section 15 of the RBD Act, 1969 which provides for correction and cancellation of entry in the register of births and deaths where such entry is found to be erroneous in form or substance or has been fraudulently or improperly made. The aforesaid section, therefore, cannot be invoked for correcting subsequent change in sex as there was no error or any element of fraudulent entry at the time of registration of birth. 	ജനനമരണ രജിസ്ട്രേഷൻ സംബന്ധിച്ച് ജോലികൾ നിർവഹിക്കുന്നതിനും സബ് രജിസ്ട്രാർമാരെ നിയമിക്കുന്നത് സംബന്ധിച്ച്,		ജനനമരണ രജിസ്ട്രേഷൻ സംബന്ധിച്ച് ജോലികൾ നിർവഹിക്കുന്നതിനും സബ് രജിസ്ട്രാർമാരെ നിയമിക്കുന്നത് സംബന്ധിച്ച്.
	സുചന: ഈ ആഫീസിലെ 1.9.1977-ലെ 44300/77-ാം നമ്പർ സർക്കുലർ
	ജനന-മരണ രജിസ്ട്രേഷൻ ജോലികൾ സംബന്ധിച്ച് പഞ്ചായത്തുകളിൽ എക്സസിക്യൂട്ടീവ് ആഫീ സർമാരാണ് രജിസ്ട്രാറായി പ്രവർത്തിക്കുന്നത്. രജിസ്ട്രാർക്കു സഹായം ലഭിക്കുന്നതിനുവേണ്ടി ഒരു സബ് രജിസ്ട്രാർകൂടി വേണമെന്ന തീരുമാനത്തിൽ ഓരോ പഞ്ചായത്തിലും അന്ന് നിലവിലുണ്ടായിരുന്ന തസ്തി കകൾ പ്രകാരം മാനേജർ, ഹെഡ്ക്ലാർക്ക്, എന്നിവരിൽ ഒരാളെ സബ് രജിസ്ട്രാറായി ~~നിയമിക്കുന്നതി നുള്ള~~ അധികാരം സൂചന സർക്കുലർ വഴി രജിസ്ട്രാർമാർക്ക് നൽകിയിരുന്നു. പഞ്ചായത്തുകൾ ഒഴിച്ചുള്ള രജിസ്ട്രേഷൻ യൂണിറ്റുകളിൽ ഈ രീതിയിലുള്ള ഒരു ഉത്തരവ് നല്കിയിരുന്നില്ല. ~~പ്രത്യുത്~~ ഓരോ ~~യുണി റ്റിന്റെയും~~ ആവശ്യം ~~പരിഗണിച്ച~~ ചീഫ് രജിസ്ട്രാർ പ്രത്യേകം പ്രത്യേകം ഉത്തരവുകൾ നൽകിക്കൊണ്ടിരി ക്കുകയായിരുന്നു. ഇപ്പോൾ പഞ്ചായത്തുകളിൽ തന്നെ തസ്തിക പുനർനാമകരണം ചെയ്യുകയും, ~~രജി സ്ട്രേഷൻ~~ ജോലി മുൻകാലത്തെ അപേക്ഷിച്ച് വർദ്ധിക്കുകയും ചെയ്തിരിക്കുന്നു. അതുപോലെ തന്നെ കോർപ്പറേഷൻ, മുനിസിപ്പാലിറ്റി, ടൗൺഷിപ്പ് കന്റോൺമെന്റ് എന്നീ യൂണിറ്റുകളേയും ബാധിക്കുന്ന ~~തര ത്തിൽ~~ ഒരു പൊതു ഉത്തരവ് വേണമെന്ന അഭിപ്രായം ഉയർന്നുവരികയും ചെയ്തിട്ടുണ്ട്. വർദ്ധിച്ചുവരുന്ന ജോലിഭാരം കൃത്യമായി ഏറ്റെടുക്കുന്നതിനു ആവശ്യമായ ഉദ്യോഗസ്ഥൻമാർ ഉണ്ടായേ മതിയാകൂ. മേൽവിവരിച്ച വസ്തുതകൾ വിശദമായി പരിശോധിക്കുകയും സിവിൽ രജിസ്ട്രേഷൻ ജോലികൾ കൃത്യതയോടെ അതാതു യൂണിറ്റുകളിൽ നടക്കുന്നതിനു സബ് രജിസ്ട്രാർമാരെ നിയമിക്കുന്നതിനു ~~രജി സ്ട്രാർമാർമാരെ~~ അധികാരപ്പെടുത്തിക്കൊണ്ട് ഒരു പൊതു ഉത്തരവ് അനിവാര്യമാണ് എന്ന് കാണുകയും ചെയ്തു. ഈ സാഹചര്യത്തിൽ താഴെപ്പറയുന്ന പൊതു ഉത്തരവ് ഇതിനാൽ നൽകുന്നു. 1. പഞ്ചായത്തുകളിലും കണ്ണുർ കന്റോൺമെന്റിലും ജൂനിയർ സൂപ്രണ്ടും, ഹെഡ്ക്ലാർക്ക്, യു.ഡി. ക്ലാർക്ക് എന്നിവരിൽ ആരേയെങ്കിലും ഒരാളെ സബ് രജിസ്ട്രാർ ആയി നിയമിക്കുന്നതിനു രജിസ്ട്രോർമാരെ അധികാരപ്പെടുത്തുന്നു. 2. ടൗൺഷിപ്പ്, മുനിസിപ്പാലിറ്റി എന്നീ യൂണിറ്റുകളിൽ ജൂനിയർ ഹെൽത്ത് ഇൻസ്പെക്ടർമാരെ സബ് രജിസ്ട്രാർമാരായി നിയമിക്കുന്നതിനു രജിസ്ട്രാർക്കു അധികാരം നൽകുന്നു. 3. മുൻസിപ്പൽ - കോർപ്പറേഷനുകളിൽ ഹെൽത്ത് ഇൻസ്പെക്ടർമാരെ സബ് രജിസ്ട്രോർമാരായി നിയമിക്കുന്നതിനു രജിസ്ട്രാറെ അധികാരപ്പെടുത്തുന്നു. ഇങ്ങനെ നിയമിക്കപ്പെടുന്ന സബ് രജിസ്ട്രാർമാർക്ക് സാധാരണ രജിസ്ട്രേഷൻ ജോലിക്കു പുറമേ സെക്ഷൻ 12 അനുസരിച്ചുള്ള ചുമതലകൾകൂടി മാത്രമേ നൽകുവാൻ ~~പാടുള്ള~~ നിയമന ~~ഉത്തരവുക ളുടെ പകർപ്പ~~ ജില്ല രജിസ്ട്രാർക്കും ചീഫ് രജിസ്ട്രാർക്കും നിർബന്ധമായും അയച്ചിരിക്കേണ്ടതാണ്. ~~ഉത്ത~~ (~~ooi (amamuö 6min1~~ 20217/90/~~6)a.~~/~~auilamö~~, ~~conco)(o)~~. 12.6.90)		സുചന: ഈ ആഫീസിലെ 1.9.1977-ലെ 44300/77-ാം നമ്പർ സർക്കുലർ.

Sir, I am to invite a reference to your letter No. 19/25/77-Med-li-Vol. VIIl-1412 dated 01.03.1990 on the above subject and to say that as per the provisions of the RBD Act, 1969, the particulars of vital events registered have to be confined only to the details relating to the event at the relevant time of birth or death. Any subsequent change in the details cannot find a place in the register of births/deaths unless it is provided for in the Act. In the instant case, reported change of sex of Miss Neera Devi from female to male consequent upon a surgical operation is a subsequent change after the event had been registered. Therefore, this change cannot be recorded in the registration records. In this connection, your kind attention is invited to Section 15 of the RBD Act, 1969 which provides for correction and cancellation of entry in the register of births and deaths where such entry is found to be erroneous in form or substance or has been fraudulently or improperly made. The aforesaid section, therefore, cannot be invoked for correcting subsequent change in sex as there was no error or any element of fraudulent entry at the time of registration of birth.
