	~~ച്ചതിന് ശേഷമാണ് 13~~(2)-ാം വകുപ്പ് പ്രകാരമുള്ള നിർദ്ദിഷ്ട അധികാരിയുടെ അനുമതി ലഭ്യമായതെങ്കിലും ആർ.ഡി.ഒ.യുടെ അനുമതി കൂടാതെ തന്നെ രജിസ്ട്രേഷൻ നടത്താവുന്നതാണ്. 22, 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമം നിലവിൽ വരുന്നതിനു (~~1-4-1970~~)-ന് മുമ്പുള്ള ജനന-മരണങ്ങൾ രജിസ്റ്റർ ചെയ്യാവുന്നതാണോ? നിയമം നിലവിൽ വരുന്നതിനു മുമ്പുള്ള ജനന മരണങ്ങളും സെക്സഷൻ 13 പ്രകാരം രജിസ്റ്റർ ചെയ്യാ വുന്നതാണ്. 23.1-4-1970-നു മുമ്പുള്ള ജനന രജിസ്ട്രേഷനുകളിൽ ഇപ്പോൾ പേരു ചേർക്കാവുന്നതാണോ? സെക്ഷൻ 31(2) പ്രകാരം, മുമ്പ് നിലവിലുണ്ടായിരുന്ന നിയമങ്ങൾ അനുസരിച്ച് നടത്തിയിട്ടുള്ള രജി ബ്രേടഷനുകൾ 1969-ലെ ജനന മരണ രജിസ്ട്രേഷൻ നിയമ പ്രകാരം നടത്തിയതായി കരുതപ്പെടുമെന്ന് വ്യവസ്ഥ ചെയ്തിട്ടുള്ളതിനാൽ പഴയ രജിസ്ട്രേഷനുകളിൽ പേരു ചേർക്കുക, എക്സ്ട്രാക്ട് നൽകുക, തിരുത്തലുകൾ വരുത്തുക മുതലായവ നിലവിലുള്ള നിയമപ്രകാരം നടത്തേണ്ടതാണ്. ~~എന്നാൽ 1~~-4-~~1970~~-ന് മുമ്പുള്ള രജിസ്ട്രേഷനുകളിൽ പേരു ചേർക്കുന്നതിനും തിരുത്തൽ വരുത്തുന്നതിനും ചീഫ് രജിസ്ട്രാ റുടെ അനുമതി ആവശ്യമാണ്. 24. ജനന രജിസ്ട്രേഷനിൽ കുട്ടിയുടെ പേരു ചേർക്കുന്നതിൽ വീഴ്ച വരുത്തിയാൽ സെക്ഷൻ 23(4) പ്രകാരം നടപടി സ്വീകരിക്കാൻ കഴിയുമോ? 1999-ലെ കേരള ജനന-മരണ രജിസ്ട്രേഷൻ ചട്ടങ്ങളിലെ 10(1)-ാം ചട്ടം അനുസരിച്ച് മാതാപിതാ ക്കളോ രക്ഷകർത്താവോ രജിസ്ട്രേഷൻ തീയതി മുതൽ 12 മാസത്തിനകം കുട്ടിയുടെ പേര് സംബന്ധിച്ച രജിസ്ട്രാർക്ക് വിവരം നൽകേണ്ടതും ചട്ടത്തിൻ കീഴിലുള്ള ക്ലിപ്ത നിബന്ധന അനുസരിച്ച വിവരം നൽകു ന്നതിൽ വീഴ്ച വരുത്തിയ വ്യക്തിക്കെതിരെ സെക്ഷൻ 23(4) പ്രകാരം നടപടി സ്വീകരിക്കാവുന്നതാണ്. 25. കുട്ടിയുടെ സെക്സ് ശസ്ത്രക്രിയ വഴി മാറ്റം വരുത്തിയാൽ ജനന രജിസ്ട്രേഷനിൽ അതനു സരിച്ച് മാറ്റം വരുത്താമോ? മെഡിക്കൽ രേഖകളുടെ അടിസ്ഥാനത്തിൽ രജിസ്ട്രേഷനിൽ കുട്ടിയുടെ സെക്സസും ആവശ്യമെങ്കിൽ പേരും മാറ്റാവുന്നതാണ്. 26. ജനന രജിസ്ട്രേഷനിൽ പിതാവിന്റെ പേരിന്റെ സ്ഥാനത്തു ചേർത്തിട്ടുള്ള തന്റെ പേർ ഒഴിവാക്കി ക്കിട്ടുന്നതിന് ഒരാൾ അപേക്ഷ സമർപ്പിച്ചാൽ അതിൽ സ്വീകരിക്കേണ്ട നടപടി എന്താണ്? മാതാവിന്റെ നിയമാനുസൃത ഭർത്താവിന്റെ പേരാണ് പിതാവിന്റെ പേരായി ഉൾപ്പെടുത്തിയിട്ടുള്ളതെ ങ്കിൽ പ്രസ്തുത അപേക്ഷ അനുവദിക്കാവുന്നതല്ല. മറിച്ച് തെറ്റായ വിവരം ഉൾപ്പെടുത്തിയതോ മനഃപ്പുർവ്വം വ്യാജമായ വിവരം ഉൾപ്പെടുത്തിയതോ ആണെങ്കിൽ സെക്ഷൻ 15, ചട്ടം 11 ഇവയിലെ വ്യവസ്ഥകൾ അനു സരിച്ച് നടപടി സ്വീകരിക്കേണ്ടതാണ്, 27. 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമം നിലവിൽ വരുന്നതിനു മുമ്പ് മറ്റു നിയമങ്ങൾ അനു സരിച്ച് നടത്തിയ ജനന-മരണ രജിസ്ട്രേഷനുകളിൽ ഇപ്പോൾ തിരുത്തൽ വരുത്താൻ കഴിയുമോ? കഴിയു മെങ്കിൽ ഏതു നിയമപ്രകാരമാണ് നടപടി സ്വീകരിക്കേണ്ടത്? സെക്ഷൻ 31(2) പ്രകാരം മുമ്പ് നിലവിലുണ്ടായിരുന്ന നിയമങ്ങൾ അനുസരിച്ച് നടത്തിയിട്ടുള്ള രജി സ്ട്രേഷനുകൾ 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമപ്രകാരം നടത്തിയതായി കരുതപ്പെടുമെന്ന് വ്യവസ്ഥ ചെയ്തിട്ടുണ്ട്. അതിനാൽ രജിസ്ട്രേഷനുകളിലെ ഉൾക്കുറിപ്പുകളിൽ തെറ്റുണ്ടെങ്കിൽ അത് സെക്ഷൻ 15 അനുസരിച്ച് തിരുത്താവുന്നതാണ്. 28. ജനന-മരണ രജിസ്ട്രേഷനുകളിലെ ഉൾക്കുറിപ്പുകൾ തിരുത്തുകയോ റദ്ദാക്കുകയോ ചെയ്യുന്ന തിന് രജിസ്ട്രാർക്ക് അധികാരം നൽകുന്ന 15-ാം വകുപ്പിന്റെ പരിധിയിൽ പേരിലെ മാറ്റം ഉൾപ്പെടുന്നുണ്ടോ? രജിസ്റ്ററിൽ അബദ്ധവശാലോ മനഃപൂർവ്വമോ തെറ്റായ പേര് ചേർക്കപ്പെട്ടതാണെങ്കിൽ അത് സെക്ഷൻ 15-ലെയും ചട്ടം 11-ലെയും വ്യവസ്ഥകൾ പാലിച്ചുകൊണ്ട് തിരുത്താവുന്നതാണ്. എന്നാൽ രജിസ്റ്ററിൽ ഒരു പേര് ചേർക്കുകയും പിന്നീട് പേരിൽ മാറ്റം വരുത്തിയശേഷം അതനുസരിച്ച് രജിസ്റ്ററിലും മാറ്റം വരുത്തു ന്നതിന് ആവശ്യപ്പെടുകയും ചെയ്താൽ അത് അനുവദിക്കാൻ കഴിയില്ല. 29. ജനന രജിസ്റ്ററിൽ ചേർത്തിട്ടുള്ള മാതാപിതാക്കളുടെയോ കുട്ടിയുടെയോ പേരിലെ ഇനിഷ്യൽ വികസിപ്പിച്ച് തിരുത്തൽ വരുത്തണമെന്ന ആവശ്യം അനുവദിക്കാവുന്നതാണോ? പേരിലെ ഇനിഷ്യൽ വികസിപ്പിക്കുന്നത് പേരിൽ മാറ്റം വരുത്തൽ ആയതിനാൽ സെക്ഷൻ 15-ന്റെ പരി ധിയിൽ വരുന്നതല്ല. അതിനാൽ രജിസ്റ്ററിലെ പേരിൽ ഇനിഷ്യൽ വികസിപ്പിക്കുന്നത് അനുവദനീയമല്ല. എന്നാൽ മാതാപിതാക്കളുടെ പേരിൽ ഇനിഷ്യൽ രേഖപ്പെടുത്തി രജിസ്റ്ററിൽ ഉൾപ്പെടുത്തിയത് തെറ്റും യഥാർത്ഥത്തിൽ അതിന്റെ വികസിത രൂപമാണ് പേരിൽ ഉള്ളതുമെങ്കിൽ സെക്ഷൻ 15 പ്രകാരം തിരുത്തൽ വരുത്താവുന്നതാണ്. ഉദാഹരണമായി, പിതാവിന്റെ പേര് തോമസ് മാത്യു എന്നത് തെറ്റായി തോമസ്. എം എന്ന് ചേർത്താൽ അത് തിരുത്താവുന്നതാണ്.

ച്ചതിന് ശേഷമാണ് 13(2)-ാം വകുപ്പ് പ്രകാരമുള്ള നിർദ്ദിഷ്ട അധികാരിയുടെ അനുമതി ലഭ്യമായതെങ്കിലും ആർ.ഡി.ഒ.യുടെ അനുമതി കൂടാതെ തന്നെ രജിസ്ട്രേഷൻ നടത്താവുന്നതാണ്. 22, 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമം നിലവിൽ വരുന്നതിനു (1-4-1970)-ന് മുമ്പുള്ള ജനന-മരണങ്ങൾ രജിസ്റ്റർ ചെയ്യാവുന്നതാണോ? നിയമം നിലവിൽ വരുന്നതിനു മുമ്പുള്ള ജനന മരണങ്ങളും സെക്സഷൻ 13 പ്രകാരം രജിസ്റ്റർ ചെയ്യാ വുന്നതാണ്. 23.1-4-1970-നു മുമ്പുള്ള ജനന രജിസ്ട്രേഷനുകളിൽ ഇപ്പോൾ പേരു ചേർക്കാവുന്നതാണോ? സെക്ഷൻ 31(2) പ്രകാരം, മുമ്പ് നിലവിലുണ്ടായിരുന്ന നിയമങ്ങൾ അനുസരിച്ച് നടത്തിയിട്ടുള്ള രജി ബ്രേടഷനുകൾ 1969-ലെ ജനന മരണ രജിസ്ട്രേഷൻ നിയമ പ്രകാരം നടത്തിയതായി കരുതപ്പെടുമെന്ന് വ്യവസ്ഥ ചെയ്തിട്ടുള്ളതിനാൽ പഴയ രജിസ്ട്രേഷനുകളിൽ പേരു ചേർക്കുക, എക്സ്ട്രാക്ട് നൽകുക, തിരുത്തലുകൾ വരുത്തുക മുതലായവ നിലവിലുള്ള നിയമപ്രകാരം നടത്തേണ്ടതാണ്. എന്നാൽ 1-4-1970-ന് മുമ്പുള്ള രജിസ്ട്രേഷനുകളിൽ പേരു ചേർക്കുന്നതിനും തിരുത്തൽ വരുത്തുന്നതിനും ചീഫ് രജിസ്ട്രാ റുടെ അനുമതി ആവശ്യമാണ്. 24. ജനന രജിസ്ട്രേഷനിൽ കുട്ടിയുടെ പേരു ചേർക്കുന്നതിൽ വീഴ്ച വരുത്തിയാൽ സെക്ഷൻ 23(4) പ്രകാരം നടപടി സ്വീകരിക്കാൻ കഴിയുമോ? 1999-ലെ കേരള ജനന-മരണ രജിസ്ട്രേഷൻ ചട്ടങ്ങളിലെ 10(1)-ാം ചട്ടം അനുസരിച്ച് മാതാപിതാ ക്കളോ രക്ഷകർത്താവോ രജിസ്ട്രേഷൻ തീയതി മുതൽ 12 മാസത്തിനകം കുട്ടിയുടെ പേര് സംബന്ധിച്ച രജിസ്ട്രാർക്ക് വിവരം നൽകേണ്ടതും ചട്ടത്തിൻ കീഴിലുള്ള ക്ലിപ്ത നിബന്ധന അനുസരിച്ച വിവരം നൽകു ന്നതിൽ വീഴ്ച വരുത്തിയ വ്യക്തിക്കെതിരെ സെക്ഷൻ 23(4) പ്രകാരം നടപടി സ്വീകരിക്കാവുന്നതാണ്. 25. കുട്ടിയുടെ സെക്സ് ശസ്ത്രക്രിയ വഴി മാറ്റം വരുത്തിയാൽ ജനന രജിസ്ട്രേഷനിൽ അതനു സരിച്ച് മാറ്റം വരുത്താമോ? മെഡിക്കൽ രേഖകളുടെ അടിസ്ഥാനത്തിൽ രജിസ്ട്രേഷനിൽ കുട്ടിയുടെ സെക്സസും ആവശ്യമെങ്കിൽ പേരും മാറ്റാവുന്നതാണ്. 26. ജനന രജിസ്ട്രേഷനിൽ പിതാവിന്റെ പേരിന്റെ സ്ഥാനത്തു ചേർത്തിട്ടുള്ള തന്റെ പേർ ഒഴിവാക്കി ക്കിട്ടുന്നതിന് ഒരാൾ അപേക്ഷ സമർപ്പിച്ചാൽ അതിൽ സ്വീകരിക്കേണ്ട നടപടി എന്താണ്? മാതാവിന്റെ നിയമാനുസൃത ഭർത്താവിന്റെ പേരാണ് പിതാവിന്റെ പേരായി ഉൾപ്പെടുത്തിയിട്ടുള്ളതെ ങ്കിൽ പ്രസ്തുത അപേക്ഷ അനുവദിക്കാവുന്നതല്ല. മറിച്ച് തെറ്റായ വിവരം ഉൾപ്പെടുത്തിയതോ മനഃപ്പുർവ്വം വ്യാജമായ വിവരം ഉൾപ്പെടുത്തിയതോ ആണെങ്കിൽ സെക്ഷൻ 15, ചട്ടം 11 ഇവയിലെ വ്യവസ്ഥകൾ അനു സരിച്ച് നടപടി സ്വീകരിക്കേണ്ടതാണ്, 27. 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമം നിലവിൽ വരുന്നതിനു മുമ്പ് മറ്റു നിയമങ്ങൾ അനു സരിച്ച് നടത്തിയ ജനന-മരണ രജിസ്ട്രേഷനുകളിൽ ഇപ്പോൾ തിരുത്തൽ വരുത്താൻ കഴിയുമോ? കഴിയു മെങ്കിൽ ഏതു നിയമപ്രകാരമാണ് നടപടി സ്വീകരിക്കേണ്ടത്? സെക്ഷൻ 31(2) പ്രകാരം മുമ്പ് നിലവിലുണ്ടായിരുന്ന നിയമങ്ങൾ അനുസരിച്ച് നടത്തിയിട്ടുള്ള രജി സ്ട്രേഷനുകൾ 1969-ലെ ജനന-മരണ രജിസ്ട്രേഷൻ നിയമപ്രകാരം നടത്തിയതായി കരുതപ്പെടുമെന്ന് വ്യവസ്ഥ ചെയ്തിട്ടുണ്ട്. അതിനാൽ രജിസ്ട്രേഷനുകളിലെ ഉൾക്കുറിപ്പുകളിൽ തെറ്റുണ്ടെങ്കിൽ അത് സെക്ഷൻ 15 അനുസരിച്ച് തിരുത്താവുന്നതാണ്. 28. ജനന-മരണ രജിസ്ട്രേഷനുകളിലെ ഉൾക്കുറിപ്പുകൾ തിരുത്തുകയോ റദ്ദാക്കുകയോ ചെയ്യുന്ന തിന് രജിസ്ട്രാർക്ക് അധികാരം നൽകുന്ന 15-ാം വകുപ്പിന്റെ പരിധിയിൽ പേരിലെ മാറ്റം ഉൾപ്പെടുന്നുണ്ടോ? രജിസ്റ്ററിൽ അബദ്ധവശാലോ മനഃപൂർവ്വമോ തെറ്റായ പേര് ചേർക്കപ്പെട്ടതാണെങ്കിൽ അത് സെക്ഷൻ 15-ലെയും ചട്ടം 11-ലെയും വ്യവസ്ഥകൾ പാലിച്ചുകൊണ്ട് തിരുത്താവുന്നതാണ്. എന്നാൽ രജിസ്റ്ററിൽ ഒരു പേര് ചേർക്കുകയും പിന്നീട് പേരിൽ മാറ്റം വരുത്തിയശേഷം അതനുസരിച്ച് രജിസ്റ്ററിലും മാറ്റം വരുത്തു ന്നതിന് ആവശ്യപ്പെടുകയും ചെയ്താൽ അത് അനുവദിക്കാൻ കഴിയില്ല. 29. ജനന രജിസ്റ്ററിൽ ചേർത്തിട്ടുള്ള മാതാപിതാക്കളുടെയോ കുട്ടിയുടെയോ പേരിലെ ഇനിഷ്യൽ വികസിപ്പിച്ച് തിരുത്തൽ വരുത്തണമെന്ന ആവശ്യം അനുവദിക്കാവുന്നതാണോ? പേരിലെ ഇനിഷ്യൽ വികസിപ്പിക്കുന്നത് പേരിൽ മാറ്റം വരുത്തൽ ആയതിനാൽ സെക്ഷൻ 15-ന്റെ പരി ധിയിൽ വരുന്നതല്ല. അതിനാൽ രജിസ്റ്ററിലെ പേരിൽ ഇനിഷ്യൽ വികസിപ്പിക്കുന്നത് അനുവദനീയമല്ല. എന്നാൽ മാതാപിതാക്കളുടെ പേരിൽ ഇനിഷ്യൽ രേഖപ്പെടുത്തി രജിസ്റ്ററിൽ ഉൾപ്പെടുത്തിയത് തെറ്റും യഥാർത്ഥത്തിൽ അതിന്റെ വികസിത രൂപമാണ് പേരിൽ ഉള്ളതുമെങ്കിൽ സെക്ഷൻ 15 പ്രകാരം തിരുത്തൽ വരുത്താവുന്നതാണ്. ഉദാഹരണമായി, പിതാവിന്റെ പേര് തോമസ് മാത്യു എന്നത് തെറ്റായി തോമസ്. എം എന്ന് ചേർത്താൽ അത് തിരുത്താവുന്നതാണ്.
